Macau govt’s new gasoline-powered motorcycles replacement plan to start Oct 15

The Environmental Protection Bureau (DSPA) announced in a statement yesterday that it will launch a new gasoline-powered motorcycles replacement plan named “Plan for granting financial support for the scrapping of gasoline-powered motorcycles and their replacement by new electric motorcycles” next Wednesday, October 15.

The statement said that the subsidy scheme “Plan for granting financial support for the scrapping of obsolete motorcycles and their replacement by new electric motorcycles,” launched by the government in 2022 and 2023, has proven effective in phasing out highly polluting motor vehicles, improving air quality, and promoting the use of eco-friendly vehicles.

The proportion of citizens choosing e-motorbikes when purchasing a motorcycle has risen from approximately 2.0 percent before the scheme’s implementation to 40.7 percent now, the statement said.

The statement pointed out that as electric motorcycles still account for a relatively low proportion of the total number of motorcycles, and pollutants such as hydrocarbons and carbon monoxide emitted by traditional fuel-powered motorcycles remain at high levels, a new phase of the subsidy scheme has been launched, building upon the previous plans, aiming to further improve air quality and safeguard public health.

According to the statement, the application period for the new plan will run for five years, from October 15, 2025 to October 14, 2030. The scope of eligibility has been expanded to include all registered heavy and light gasoline motorcycles in Macau, regardless of their purchase year.

The statement underlines that applications submitted within the first year of the application period, i.e., on or before October 14, 2026, will receive a subsidy of 3,500 patacas. In subsequent years, the amount of the subsidy will be decreased by 500 patacas annually, finally reaching 1,000 patacas. Additionally, applicants will be exempt from the probationary licence (“EX”) plate and registration fees for the new electric motorcycle intended for replacement. The combined maximum amount of the subsidy and fee exemptions can reach up to 8,800 patacas, the statement said.
