Macao SAR CE Sam Hou Fai appoints new head of Court of 2nd Instance

Chief Executive Sam Hou Fai has appointed Seng Ioi Man, who is currently a judge of the Court of Second Instance (TSI), as that court’s president effective from September 1, succeeding Choi Mou Pan who has been appointed by Sam as a judge of the Court of Final Appeal (TUI).

Sam announced their appointments in two executive orders published in the Official Gazette (BO) yesterday. Sam signed the orders on Thursday last week.

Seng’s appointment will last three years, and can be renewed upon expiration.

Choi has headed the Court of Second Instance since January 1 this year, succeeding Tong Hio Fong who became the prosecutor-general (chief public prosecutor) of the Public Prosecutions Office (MP) in October last year.

From September 1, Choi will fill the vacancy left by José Maria Dias Azedo, who retires today as a judge of the Court of Final Appeal.

Including its president, the Court of Final Appeal comprises three judges in its organisational structure. The court is currently headed by Song Man Lei. The other judge in the court is Ho Wai Neng, whose appointment started on January 1 this year.

Seng was previously appointed by Sam as the president of the Legislative Assembly Electoral Affairs Commission (CAEAL) that oversaw the legislature’s direct and indirect elections last year.
