University of Macau (UM) student wins Basic Law promotional short film competition

A student from the University of Macau (UM) won the top prize at the 2025 Basic Law Promotional Short Film Competition with a work highlighting Macau’s development under the “One Country, Two Systems” framework, according to a statement by the public university on Monday.

Ng Ka Ngai, a student in the university’s Department of Communication under the Faculty of Social Sciences (FSS), won the competition for his short film “Rooted in One Country, Flourishing under Two Systems”, the statement said. 

According to UM, the film focuses on the core principles of the Constitution of the People’s Republic of China, the Basic Law of the Macau Special Administrative Region, and the National Security Law, portraying the city’s stability and vitality within the constitutional framework. 

Ng was quoted in the statement as saying that Macau’s ability to demonstrate the strengths of “Two Systems” rests on the foundation of “One Country,” supported by both the central and the local governments. 

He expressed hope that the film would help young people better understand the importance of the rule of law and recognise the freedom, confidence, and opportunities Macau enjoys under legal protection. 

The statement noted that the competition was organised by the Macao Basic Law Promotion Association (ADLBM), adding that entries were assessed based on message clarity, creativity, and expressive techniques by a judging panel comprising professionals from the education, animation, media production, and creative industries.

Told from a youth’s perspective, the winning film depicts how young people in Macau continue to grow and pursue their aspirations with institutional support from the motherland, the statement said.

The Basic Law of the Macao Special Administrative Region of the People’s Republic of China, which was promulgated by the nation’s then president Jiang Zemin on March 31, 1993, has been in effect since December 20, 1999, when Macau returned to the motherland.
