The Government Information Bureau (GCS) reminded the public in a statement yesterday that Chief Executive Sam Hou Fai will deliver his 2026 Policy Address during a plenary session of the Legislative Assembly (AL) in its hemicycle starting at 3 p.m. today, after which he will answer questions about his second policy address during a press conference at Government Headquarters scheduled to begin at 5:30 p.m.
Sam will answer questions from lawmakers about his policy address tomorrow in another plenary session in the legislature’s hemicycle commencing at 3 p.m.
Macau’s fiscal year runs on a calendar-year basis.
The statement noted that the plenum to deliver the policy address and the press conference this afternoon as well as tomorrow afternoon’s Q&A session to answer legislators’ questions will be broadcast live on the TV and radio channels of public broadcaster TDM.
The public can also watch the proceedings online through various platforms: the Macao Special Administrative Region (MSAR) Government Portal at www.gov.mo; the Chief Executive Office’s website at www.gce.gov.mo; the Legislative Assembly’s website at www.al.gov.mo; the Government Information Bureau’s website at www.gcs.gov.mo; and the Policy Address webpage at www.policyaddress.gov.mo.
The public can also choose to view the official YouTube channels of the Chief Executive Office at www.youtube.com/c/gcegovmo or the Government Information Bureau at www.youtube.com/macaogcs, as well as the Government Information Bureau’s Facebook page at www.facebook.com/macaogcs.
They can also choose to use the official mobile apps of the Chief Executive Office or the Government Information Bureau to watch the proceedings.
The proceedings will be simultaneously translated from Cantonese to Portuguese.

Yesterday’s statement also noted that after Sam delivers his policy address, members of the public can obtain copies of the Chinese and Portuguese versions from the Government Headquarters Affairs Bureau (DSASG), the Government Information Bureau (GCS), the Legal Affairs Bureau’s (DSAJ) Printing Division, the Municipal Affairs Bureau (IAM), and the Post and Telecommunications Bureau (CTT), as well as the Public Administration Building on Rua do Campo and the city’s central library on Praça do Tap Siac.
They can also download the policy address from the Government Portal, the Chief Executive Office’s website, the Government Information Bureau’s website, and the Policy Address webpage.
Yesterday’s statement also noted that Sam’s five policy secretaries will present their respective portfolios’ policy guidelines to the legislature from November 21 to December 1, with Secretary for Administration and Justice Wong Sio Chak on November 21, Secretary for Economy and Finance Anton Tai Kin Ip on November 24, Secretary for Security Chan Tsz King on November 26, Secretary for Social Affairs and Culture Wallis O Lam on November 28, and Secretary for Transport and Public Works Raymond Tam Vai Man on December 1.
Each of the five policy secretaries’ one-day Q&A session is scheduled to run from 9:30 a.m. to 1 p.m. and from 3 p.m. to 8 p.m., each slated to last about eight hours in total.
