Beijing says Macau SAR's Committee for Safeguarding National Security shall have advisors

BEIJING – The central government has decided that the Committee for Safeguarding National Security of the Macau Special Administrative Region (SAR) shall have a national security affairs adviser and three national security technical advisers.

The central government made the decision in a reply dated November 30 to the chief executive of the Macau SAR, concerning a report he filed on proposing that the central government set up the posts of national security affairs adviser and national security technical adviser on the Committee for Safeguarding National Security of the Macau SAR.

In the reply, the central government said it approved the report and decided that the Committee for Safeguarding National Security of the Macau SAR shall have one national security affairs adviser and three national security technical advisers.

The post of national security affairs adviser should be taken by the director of the Liaison Office of the Central People's Government in the Macau SAR. The national security technical advisers should be relevant personnel of the Liaison Office, according to the reply.

The national security affairs adviser shall be in charge of supervising, guiding, coordinating, and supporting the Macau SAR in safeguarding national security, it added.

The duties of the national security technical adviser include assisting the national security affairs adviser and advising with matters pertaining to the duties and functions of the office of the Committee for Safeguarding National Security of the Macau SAR.

The national security affairs adviser shall sit in on meetings of the Committee, and the national security technical advisers shall sit in on meetings of the office of the Committee.

The reply also said the chief executive of the Macau SAR shall revise relevant regulations of the SAR in accordance with relevant provisions of the Basic Law of the Macau SAR as well as the reply.

The Central People's Government Liaison Office in the Macau SAR has been headed by Fu Ziying since 2018. He is the top central government official posted to Macau. Fu, 64, is a veteran central government and Communist Party of China (CPC) official. His former posts include vice-governor of Jiangsu province.
