The Public Administration and Civil Service Bureau (SAFP) announced in a statement yesterday that civil servants who haven’t been vaccinated against COVID-19 must display a valid Nucleic Acid Test (NAT) result starting September 27 prior to entering their respective work places.

According to the statement, due to the recent guidelines laid out by the Health Bureau (SSM), the Public Administration and Civil Service Bureau decided to implement the measure in which public servants must either display a COVID-19 vaccination record or display an NAT test result that was taken within seven days. The statement pointed out that those unable to show either the inoculation record or the NAT result face disciplinary proceedings for “unexcused absence from work.”

The statement said that the NAT must be taken during non-office hours, adding that those who can show a valid doctor’s note warning them against having a COVID-19 vaccination can have their cost of the NAT test reimbursed.

The statement pointed out that in order to effectively lower the risk of a COVID-19 outbreak in Macau, civil servants should comply with the government’s novel coronavirus prevention and control guidelines. The Public Administration and Civil Service Bureau urged all civil servants to get inoculated.

The Public Administration and Civil Service Bureau released a follow-up letter on its website the next day (September 15), which said that public servants who need to obtain an officially-recognised doctor’s certificate confirming their unsuitability for COVID-19 vaccinations must make an inoculation appointment at one of the city’s vaccination facilities first – except the inoculation facility at the University Hospital run by the private Macau University of Science and Technology (MUST). The letter said that they can only get such a certificate at the vaccination facility after being assessed by a doctor there as being unsuitable for COVID-19 vaccinations. (next paragraph) The follow-up letter also said that public servants who are assessed as being unsuitable for COVID-19 vaccinations can book a free nucleic acid test (NAT) (https://app.ssm.gov.mo/certifiedunvaccinaternabook) at one of four testing stations, namely the Macau Forum testing station, the Taipa Ferry Terminal testing stations, the NAT station at the airport, and the NAT station at the public Conde de São Januário Hospital Centre. (next paragraph) The follow-up letter also noted that the negative results of the free COVID-19 tests cannot be used for crossing the Macau-mainland border – i.e. the results will not be displayed on their Macau Health Code, as the results are merely for public servants who have not been inoculated against COVID-19 to display when entering their respective workplaces.

The Health Bureau published another set of guidelines on September 15, according to which those who need to obtain an officially-recognised doctor’s certificate confirming their unsuitability for COVID-19 vaccinations must make an inoculation appointment at one of the city’s vaccination facilities first. They can only get such a certificate at the vaccination facility after being assessed by a doctor there as being unsuitable for COVID-19 vaccinations. The guidelines reaffirm that only a doctor’s certificate obtained in this way is officially recognised.
